The construction should be finished by Mid 2014. Working under a Public-Private-Partnership with Lemminkäinen Corporation, the city of Oulu had set its high expectations in terms of comfort and energy efficiency. Being a multi-purpose center, Kastelli requires a special flexibility in its construction.
